I blame the anime for being so shiny and funny. I certainly can't blame the manga, as I haven't read it. On second thought, I blame all those with Ouran icons for making me track down the source. :)
I don't read a lot of school-fandoms.  However, Ouran is funny, as I said, and the inevitable pairing up that must be occurring in the manga never had a chance to gel in the anime - in consequence, one girl, smart, poor and grumpy, is not-so-subtly becoming the love-interest of a pack (well, club) of ridiculously rich and weirdly-socialized boys. She doesn't see it, but the audience does, and the fandom makes it happen.

~The Brilliant Find a Date for Kyouya Plan, by Sam Storyteller.  Sam mostly writes Harry Potter, but don't let that turn you off. This is a wacky and funny comedy of errors that results in Tamaki, Kyouya, Haruhi and Mori hooking up - but I'm not telling you who's with whom. That would spoil the fun!
~In the Circle of Elemental Arms. It's a decent fantasy AU that may have been better as original fic.
~Ouran Drabbles, by Peroxidepest17. Peroxidepest is almost always a good read, with some smart humor and prodding at the wackiness of the canon. You learn to ignore the warnings at the top when Peroxidepest insists that the stories aren't good.
~Rubbing the Lamp, by Kashudoreineko. Here, one of the hosts succeeds in gaining Haruhi's exclusive interest after 20some chapters, but not without an exploration of dates with all the hosts, and the feelings they have for her. While I wish people were more open to sharing and polyamory, the conclusion this is heading for is not unsatisfactory. It's the closest I'll get to Haruhi/All the Hosts. 
~Three's A Crowd, by Miko no Da. Haruhi/Twins. I like that the twins are willing to share, and while it takes them a while to get there, they decide that they'd rather share than get Haruhi and lose each other. Well-written and sweet, to me at least.

Ouran/Bleach: Another Pointless High School Mission, by Peroxidepest17. 
AND
Ouran/Fruits Basket, Yami no Matsuei, Gravitation and others: Ouran Academy Guest Lecturers Series, by Peroxidepest17.
  These both have rather good characterization, and show the similarities between the series (when applicable) and how inserting characters into Ouran reveals a lot about both series. (I loved the outside characters being stymied by the crack that is Ouran - and occasionally, the lecturers winning on the crack scale).
